Job Summary
The Manager of Benefits & HR Operations – CHPA manages the entire Human Resources department and functions for the Children’s Hospital Pediatric Associates (CHPA), the physician’s foundation within the Department of Pediatrics.

The Manager of Benefits & HR Operations – CHPA will:

  • Develop, manage, and monitor Human Resource programs and policies. Recommends their approval to the CFO and CHPA Board and ensures consistent application throughout the Hospital. Coordinates with Hospital HR Management to be included in regulatory, compliance, and policy updates.
  • Advise Department Executive Administrative Directors on benefit programs, including competitive positioning, benefit-cost, and utilization review. Serves as a Benefits committee member for CHPA and the Hospital’s Physician’s Organization. Work with an external auditing firm to complete yearly compliance reporting and audits.
  • Design and maintain the benefit programs for physicians and CHPA-appointed personnel. Organize, manage, and conduct open enrollment periods. Provide day-to-day benefits and COBRA administration. Manages CHPA retirement, LOA, Disability, and Workers’ Compensation programs. Complete 5500 fillings. Coordinate and negotiate group rates for services related to employee benefits.
  • Manage all business-related insurance to include third-party vendors’ identification, selection, and qualification for additional negotiation and selection by the CHPA Board. Contracts under the agreement include but are not limited to health, life, liability, fiduciary, travel, property, and dental.
  • Ensure consistent application of pay policies, the confidentiality of pay information, and compliance with FLSA Wage and Hour Laws and Regulations.
  • Maintain effective hiring practices that support the provision of high-quality, patient-centered care and promote workplace diversity; Develop documentation to maintain compliance with employment law and record retention guidelines.
  • Develop active communication with staff and team members via web portals, the e-mail system, and the intranet to ensure openness and responsiveness to team members’ questions and concerns. Maintain an open-door policy, facilitating town meetings as needed.
  • Develop and maintain employee handbook. Develops and implements HR policies and procedures. Ensure that CHPA staff have access to educational programs/seminars, including attendance at Hospital-wide programs.
  • Oversee systems applications. Develop, implement, and maintain automated systems to support human resource programs and activities. Determine the appropriate location and type of system support; specify programming necessary and works with IT staff to obtain, test and implement programming.

To qualify, you must have:

  • Bachelor’s degree is required; a Master’s Degree is preferred.
  • Minimum of 5 years of progressively responsible human resources; Experience within the healthcare industry is highly preferred.
  • Strong knowledge of Human Resource policies and procedures.
  • Thorough understanding of best practices regarding Human Resources and regulatory compliance programs.
  • High proficiency and demonstrated effectiveness in problem-solving and implementing new programs related to increased departmental and organizational operating efficiencies.
  • Ability to manage complexity and ambiguity. Must communicate effectively orally and in writing and empathize in difficult interpersonal situations.
